Is the pool of contract workers as we know it decreasing?

The Protecting the Right to Organize (PRO) Act could bring about changes for the contingent workforce. If the bill passes, certain provisions could mean more contract workers will be considered employees. Law would use the “ABC” test in order to determine exactly who is considered an independent contractor and who is an employee.
According to HR Dive, “ABC” test designates contractors as only those who fit the following criteria: (a) free from an employer’s control and direction; (b) performing a service outside of an employer’s usual course of business; and (c) engaged in an independently established trade, occupation, profession or business of the same nature as that involved in the service performed.
